This announcement uses the Certain Competitive Service Positions direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
You will participate fully in management discussions, decisions, policy making, and shares in the responsibility for top management actions covering all activities related to financial management issues.
You will execute budget operations that consist of multiple fund sources, numerous appropriations, reimbursements, and contracts.
You will interpret financial program guidelines and directives from higher authority and, determine their relationship to current operations and issue guidance to advise and assist project managers in the preparation of command budget submissions.
You will be responsible for identifying and presenting any financial implications and resulting effect on the overall financial plan.
You will plan, develop, and monitor an execution plan that supports achievement of the financial targets assigned by NSWC and is consistent with the strategic vision and priorities of CNSWG-1.
You will provide direct technical and administrative supervision to up to 20 civilian employees performing Accounting, Budget, and Travel.
You will set performance standards and rate employees; review evaluations made by supervisors of other employees; interview and select supervisory personnel; provide training, approve leave, and advise subordinates
Conditions of Employment
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conduct program planning and budget analysis through the development of forecasting patterns, resolution of reprogramming actions, and balancing of budgetary requirements of diverse operation programs within the financial structure of the organization.
