Incumbent serves as Associate Director, Accounting and Taxation in Payroll ---a division of Business and Financial Services (BFS) and serves as a Division Leader in the absence of the Director. This position provides critical direct support and coordination to the Payroll Director. As a result, this position frequently interacts on payroll processes and initiatives with the Controller’s Office for BFS, and the Office of the President of the University of California Payroll Coordination and Tax Services Unit. The Associate Director is responsible for providing leadership of campus support, policy compliance, oversight and quality control standards for payroll operations related to taxation and accounting. The Associate Director will serve as the business lead on process and system development projects as needed and required from strategic planning initiatives. The Associate Director serves as the adviser and expert to all UCSD departments and promotes and ensures that quality customer support standards and services are maintained. The Associate Director maintains a full understanding on all matters related to the regulatory compliance of the administration of payroll taxation and accounting. The Associate Director functions as UC San Diego’s Data Steward, assessing a high number of requests for sensitive payroll data and granting Central access to the Payroll Personnel System (PPS) and other data warehouse areas.

The Associate Director of Accounting and Taxation serves as a member of the Payroll’s Leadership Team having responsibility for the supervision, management, and leadership of a large and operationally diverse division. A high level of influence and participation on the team is vital to the design and implementation of short and long-term strategic objectives which seek to bring continual quality process improvements, controls, staff development, and a positive work-life environment.

The Associate Director of Accounting and Taxation directs a team of professionals who provide direct support for many processes and services. Incumbent guides this team in the analysis and execution of complex federal and state regulatory requirements. This position works to create an environment of continuous quality improvements that ensure efficient and effective central operations bringing timely and accurate payroll taxation and accounting support to all UC San Diego departments and external regulatory agencies. As a member of the Payroll Leadership Team; incumbent participates fully in strategic planning, formulation of goals and objectives, and decision-making for the division.

About UCSD


  • A Bachelor's Degree in related area; and/or equivalent experience/training.

  • Expert level accounting-related knowledge and skills; in-depth knowledge of the accounting function. Demonstrated in-depth knowledge of accounting principles theory and practice. Knowledge of GASB accounting and reporting standards

  • Thorough knowledge of financial transactions and systems, as well as related policy, accounting, and regulatory compliance requirements. Ability to analyze business requirements, regulations and similar information.

  • Knowledge of best practice accounting internal controls.

  • Excellent interpersonal skills including tact, diplomacy, flexibility and skills in dealing with politically sensitive situations. Experience in written and verbal communication that convey complex or technical content into understandable terms that suits the intended audience. Proven ability to compose and deliver presentations to large and/or diverse audiences

  • Knowledge and experience in Payroll as it relates to benefits, compensation, and taxation.

  • Proven leadership experience with ability to provide guidance, instruction and manage business processes.


  • Bachelor's degree in accounting, business administration, economics, finance, or statistics, and seven years of experience in administrative analysis; or an equivalent combination of education and experience.

  • Certified Professional Accountant (CPA) license
