SDSU Research Foundation HR Transaction Technician in San Diego, California

The HR Transaction Technician performs independent entry, updating, auditing, reporting, and maintenance of the information necessary to ensure accurate reporting and timely processing of the semi-monthly payroll. The HR Transaction Technician also ensures that digital and physical records are maintained in accordance with legal/regulatory record-keeping requirements. The incumbent will interpret and consistently apply Research Foundation policies and procedures, adhere to applicable wage and hour laws, and serve as a technical resource for internal customers as it relates to Banner HR. The incumbent will directly interface with large amounts of diverse and complex data, and will treat the information with a high degree of confidentiality. This position reports directly to the HR Transaction Team Supervisor.

HR INFORMATION / PAYROLL PROCESSING 70%

  • Interface daily with our HR Information System (Banner) for data entry and maintenance of information related to human resources (including benefits and payroll).

  • Perform daily processing and input transactions of employment and benefit data for new hires, updates/changes as well as terminations; including updating, auditing, and reporting of the information necessary to ensure accurate and timely processing of the semi-monthly payroll.

  • Enter confidential personnel payroll data to meet Personnel/Payroll deadlines.

  • Input benefit data and deductions for new and newly benefit-eligible employees.

  • Monitor all hiring data traffic coming from our applicant tracking system (iCIMS), QA data ensuring it meets required specifications for Banner imports and manually enter data transactions as needed.

  • Troubleshoot error codes in data transfer summaries and reload transactions as necessary.

  • Approving/rejecting/recommending changes to personnel transactions from all systems to maintain data integrity and consistency.

  • Process retroactive calculations for payments of wages and accruals for retro personnel changes.

  • Interface daily with the Research Foundation’s proprietary electronic personnel actions system (EPAS) for processing both manual entry and automated personnel actions.

  • Assist in processing additional compensation requests for active Research Foundation staff.

  • Run and analyze pre-payroll reports to ensure proper payments for active and separating staff.

  • Accurately maintain leave accruals for accuracy in employment actions (e.g. transfers, terminations etc.).

REPORTING & AUDITING 20%

  • Utilize existing audit reports in MyRF for EPAS and iCIMS data transfers to ensure timeliness and accuracy.

  • Audit proposed EPAS and iCIMS transactions prior to loading or manual entry to ensure correctness and accuracy.

  • Run and analyze pre-payroll reports to ensure proper payments for active and separating staff.

  • Assemble data and files to meet internal/external auditor document requests.

  • Ending/termination process reporting.

  • Monitor various Banner reports for data entry discrepancies and position maintenance.

  • Assist in regulatory reporting requests from Labor Board or other external agencies.

PROCESS IMPROVEMENT & DEVELOPMENT 5%

  • Assist in the development and maintenance of HR data analysis to support short and long-range human resources and organizational priorities.

  • Assist in the implementation of changes to established procedures to streamline workflow and information exchanges.

  • Seek to improve/enhance business processes and make recommendations to management.

  • Serves on committees associated with process improvement.

OTHER DUTIES AND RESPONSIBILITIES AS ASSIGNED 5%

  • Back up, support, and technical maintenance of applicant tracking software.

  • May be required to perform special projects as assigned by the HR Systems and Process Manager of Human Resources related to systems enhancements and implementations.

  • Assist in electronic document management/scanning.

MINIMUM EXPERIENCE

Two-years of Human Resources and /or Payroll experience or combination of education and relevant experience.

DESIRED QUALIFICATIONS

  • Bachelor’s degree in business information systems or a related field.

  • Intermediate to advanced proficiency in Microsoft Excel.

  • Experience working with confidential data.

  • Experience building, running and analyzing reports.

  • Equivalent to one year of experience working with HR or payroll.

  • Due to COVID-19, this position is primarily virtual, requiring telework. It is anticipated that the assignments will transition back to an in-office and/or hybrid work environment when San Diego County restrictions are lifted.
