Naval Facilities Engineering Command ENGINEERING TECHNICIAN (CIVIL) in Travis AFB, California

Summary You will serve as an ENGINEERING TECHNICIAN (CIVIL) in the CAPITAL IMPROVEMENTS DIVISION of NAVFAC SOUTHWEST. Responsibilities You will review inspection report results from maintenance activities to ensure compliance with administrative and technical requirements. You will advise and recommend changes in design of work programs to meet new safety and occupational health standards. You will develop project planning timetables or schedules to ensure project stays within budget and meets project goals. You will review contractual requirements to determine if a maintenance center has the capabilities, manpower, or assets to perform the work requirements identified by the customer. You will manage projects for construction, renovations, and improvements to facilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Apply engineering concepts, principles and practices applicable to a range of engineering disciplines (i.e, civil, mechanical, electrical, structural, architectural, environmental) required for the design, layout, execution processes of construction operations in order to provide input on construction projects; 2) Ensure compliance of quality control plans for construction projects; 3) Make recommendations to resolve problems encountered during construction operations; and 4) Interpret construction guidance specifications for the purpose of monitoring contract compliance. Term appointments may be extended up to 8 years at the discretion of management and in accordance with applicable regulations. Additionally, you may be noncompetitively converted to a permanent career-conditional or career appointment under specific conditions. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is covered by the Department of Defense Priority Placement Program. The incumbent may be required to work overtime. Call back and emergency overtime are regular requirements of this position. Overtime may be required, but not guaranteed on a regular basis. Reassignments within the commuting area may be required as the workload is reduced at one site and increased at another. Recruitment incentives may be authorized to eligible new hires. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. Physical Demands May require long periods of standing, walking over rough, uneven, or rocky surfaces, recurring bending, crouching, stooping, stretching, reaching, or similar activities. May require specific physical characteristics and abilities such as above average agility and dexterity. Work Environment Work involves minimal risks and observance of safety precautions typical of an office setting. However, field inspections are made which may require protective clothing.
